The best chance of hooking up with a quality pinstripe is the southern part of the Delta in Middle and Old River into the Discovery Bay area where you will find better water clarity. Some of the better methods are drifting live gold shiners or blue gills or casting artificial lure such as plugs or drop shot swimsuits with a slow retrieve. In Discovery Bay this works off the rip-rap and around the pilings and boat docks in the area.
